That would be cool theoretically, but it’d be very hard to not make that annoying mechanically. You expand and suddenly some random process decides there’s a rebellion somewhere. Nevertheless I think it can be woven into the mechanics if you do it right. For example, you don’t directly control the forces that you lead, but instead send out your generals, and they have personalities and they’re all temperamental and hate each other and want to get power for themselves.
